the ExoMars mission in 2005,
they allocated a budget of 650 million euros.
But when scientists and engineers then
looked at the detailed design,
they realized that would actually
cost nearly double of that.
Ministers have balked at the price.
And European Space Agency officials are now
being asked to look at ways of limiting the financial impact.
